Tourism-related businesses which require the use of commercial vehicles, will need to refer to the Commercial Vehicle Licensing Board (CVLB) (Malay version only), an agency under the Ministry of Entrepreneur and Co-operative Development.
CVLB is set up to assist the development of commercial transport industry by establishing policies to ensure a sufficient and efficient commercial transport service. The Board has an Online Service where one can obtain information on commercial vehicles, permit application status etc.
Licensing for Commercial Vehicles by the CVLB of Peninsular Malaysia
a. Goods Vehicle License
Goods Vehicle License is divided into two classes:
• License A (LA) Carriers - issued to vehicles carrying items for rent and hire
• License C (LC) Carriers - issued to vehicles carrying privately owned items
b. Public Service Vehicle License
Public Service Vehicle License is divided into the following classes:
• Stage Buses
• Charter Buses
• Express Buses
• Mini Buses
• Feeder Buses
• School Buses
• Cars for Hire
• Cars for Hire and Drive
• Taxis
• Airport Taxis
• Limousine Taxis
• Other classes as approved by the Minister from time to time
Capacity
The minimum capacity required for a vehicle to be licensed according to the category is as follow:
a. Driving license A: No minimum capacity
b. Driving license C: Capacity of 5,001 kg onwards

Miscellaneous
Application forms can be obtained from CVLB only. Any person who wishes to acquire the form may choose to go to the office or submit a form application letter by attaching the payment in the form of Postal Order, Money Order, or Bank Draft.
Reminder
• Each applicant or license holder who requires the services of CVLB is requested to provide complete and correct address in order to avoid undelivered mail.
• Each applicant for Commercial Vehicle license must submit the complete and correct document to ensure immediate action.
• Each applicant or license holder is required to contact CVLB directly without using the service of an intermediate.

Container Haulage (Bulk and Liquid) and General Haulage
Commercial vehicles for the purpose of bulk transportation, liquid haulage, general haulage as well as freight must register with the Road Transport Department (RTD) (Malay version only).
To register with the Road Transport Department one should enclose:
• Registration licence with the Commercial Vehicle Licensing Board
• Inspection report from the Computerised Vehicle Inspection Centre (PUSPAKOM)
• Ad Valorem Registration Fee (AVRF) certificate and assessment (for trailers and half trailers)
Each commercial vehicle will require one application submission to the RTD.
