A pawn broker is a person who accepts belongings of a pledgor as collateral in exchange for cash. The activities of pawn brokers fall under the jurisdiction of the Ministry of Housing and Local Government.

As the administrative agency, the Ministry is responsible for studying and recommending revisions to existing Acts pertaining to money lending activities in order to protect members of the public.
